Material issues are harder to resolve once products have been unpacked, distributed across floors, or installed. A delivery note may show that 200 PVC fittings were supplied, but the receiving team may find 180 pieces, mixed sizes, or cartons damaged by improper handling. The same principle applies to compliance. Products such as electrical components, fire and safety equipment, plumbing pipes, sanitary ware, and sealants must match the approved specification. Delivery Inspection Procedures Before the Truck Arrives

Confirm who has authority to sign delivery documents. On active sites, this should be a designated storekeeper, site engineer, MEP coordinator, or another trained representative. Confirm ratings, sizes, approved brands, model numbers, and required certificates, test reports, warranties, or batch information. This is especially necessary for electrical, plumbing, fire, and safety-critical materials.
- Record acceptance, shortages, or rejection. Sign only after the result is clear. If there is a shortage or defect, write the exception directly on the delivery note, take photos, and obtain the driver's acknowledgment when possible. Keep the receiving record with the purchase order file.
A partial inspection is sometimes reasonable. For example, a site may accept an intact pallet of standard fasteners after checking labels and carton count, then conduct a deeper spot check in the store. However, higher-risk products should receive a more detailed review before acceptance. Cable type, circuit breaker rating, pipe pressure class, fire extinguisher certification, and power tool authenticity are not items to verify after installation begins.

Different materials fail in different ways. The receiving checklist should reflect the product rather than treating every delivery as identical.
Plumbing and MEP Materials
For pipes, fittings, valves, and drainage components, confirm diameter, pressure class, material type, joint system, and manufacturer markings. Pipes should be straight, free from deep scoring or cracks, and protected from unnecessary sunlight or impact during storage. For valves and specialized fittings, verify end connections, operating orientation, pressure ratings, and any required test certificates.
Electrical deliveries require close attention to cable size, core count, insulation rating, drum length, and labeling. Check that conduits, trunking, boxes, switches, breakers, and accessories match approved makes and technical schedules. Damaged cable sheathing or an incorrect rating can create a safety issue that is costly to correct once containment is closed.
Tools, Fasteners, and Consumables
Power tools should arrive in sealed, identifiable packaging with model numbers, serial numbers where applicable, accessories, and warranty documents. Check chargers, batteries, guards, and cases before releasing tools to crews. For hand tools, confirm the supplied quantities and inspect for obvious manufacturing defects or damage.
Fasteners need verification of diameter, length, thread type, material grade, coating, and pack quantity. Similar-looking screws or anchors may not meet the pull-out, corrosion-resistance, or fire-rated requirement stated in the specification. Adhesives, sealants, paints, and chemical products need batch and expiration-date checks. A discounted product near expiry may suit short-term work, but it is a poor choice for long projects or materials stored in high site temperatures.
Sanitary, Fire, and Safety Equipment
Inspect sanitary ware for hairline cracks, glaze defects, missing fittings, and correct color or finish. These items are easily damaged during unloading and may not be installed until much later, so evidence at the time of delivery matters.
For fire and safety equipment, verify the exact type, capacity, approvals, manufacturing date, and accessories. Do not accept substituted safety products simply because they are available faster. A delivery that keeps the schedule moving but fails a compliance inspection does not protect the project.
Handling Shortages, Damage, and Substitutions
A rejected item should be separated physically and digitally from accepted stock. Label it clearly as damaged, short-delivered, incorrect, or pending technical approval. This prevents an installer from taking the material from the receiving area by mistake.
When a supplier proposes a substitute, the decision should be technical, not just commercial. The site team should compare the alternative against the approved specification, project consultant requirements, installation compatibility, warranty position, and availability of matching accessories. A substitute can be appropriate when it meets or exceeds the approved requirement and receives the necessary approval. It should never be accepted because the original item is temporarily unavailable.
Raise the discrepancy promptly with photos, the marked delivery note, product labels, and a clear description of what is required: replacement, credit, missing quantity, or document submission.
